The year 1988 marked the beginning of economic development funding provided by a 4 mill property levy from the Stutsman County Commission. In 1991, the voters of Jamestown approved a 1% sales tax for economic development and in 1992; JSDC became the official corporation for primary sector jobs and business incentive planning in the Jamestown/Stutsman County region.
Loan repayment for 2008 totaled more than $530,000 in 2008. Interest payments and grant repayments added another nearly $75,000 to the city and county economic development fund coffers to be used to fund future projects. The taxable value of companies assisted throughout the years by JSDC reached nearly $33 million in 2008, with property taxes paid to city and county totaling more than $850,000.
