JSDC agrees to contract — 07/31/2008 12:00 AM
The Jamestown/Stutsman De-velopment Corp. Board agreed to the proposed contract with the city and county Wednesday at its quarterly joint meeting with the two governing bodies. On the advice of Stutsman County State’s Attorney Fritz Fremgen, the JSDC Board reviewed the proposed contract to make its recommendations. The JSDC Executive Committee had none and voted unanimously to accept the contract. With the exception of Mayor Clarice Liechty, who voted against it, the JSDC Board agreed with the executive committee. As well as serving on the City Council, Liechty is a JSDC Board member.

Funding for ethanol plant | JSDC reviews contract — The Jamestown Sun - 09/09/2008
The Jamestown/Stutsman Development Corp. Board looked at its financial obligation Monday for the proposed ethanol plant near Spiritwood. In 2006, the City Council and County Commission approved allocating $6 million for the 100 million-gallon ethanol plant project, $2 million of which is an equity investment in the company. That $2 million was paid out in the fall of 2006. The other $4 million is a grant that’s being disbursed over three and a half years, with the last payment in June 2010. Mayor Clarice Liechty questioned the status of those payments at the JSDC meeting Monday. JSDC Chief Executive Officer Connie Ova said the $2 million equity investment was paid out to Harold Newman and the Newman Group. She said the money is at Bank Forward and she was assured none of it has been used. However, as it is an investment in the company, it has no clawbacks. Nor does it have to be repaid. Another $2 million is already in an escrow account, Ova said, with the next payment of $625,000 due at the end of the year. Liechty questioned putting more money into an escrow account without seeing some action at the Spiritwood site. “We’re committed to honoring the contract, which means we’re obligated to put that money in escrow,” said Denny Ellefson, JSDC president. “We’re obligated to provide those funds.” JSDC Board member Dale Enerson said he was concerned about when funding would be disbursed to the company. He added there would have to be some progress at the site before then. “In the contract it says there must be physical movement in construction before the money is released,” Ova said. The contract with the Newman Group is valid until 2010. If the project has not moved forward by that time, the $4 million goes back into JSDC coffers or the contract is renegotiated. The cost of the ethanol plant is estimated at $150 million and was originally slated to begin construction more than a year ago. The Newman Group ran into problems with permits for water, which stalled the construction. Most recently, the price of corn has held the company back. At this point Great River Energy, currently building a coal-fired power plant to produce electricity, is searching for another partner for its excess steam. Ova said the Newman Group had exclusive rights to a contract for that steam until June 30. She said she talked to Newman recently and was told he is moving forward on the ethanol plant and has the first right to that steam. The ethanol plant will use steam in its manufacturing process. Newman is willing to update the JSDC Board at its next meeting, Ova said. In other business the JSDC Board: * modified its strategic plan to include wind in its energy component. JSDC Board member Jim Boyd said there’s movement to exchange wind energy for natural gas in making electricity. * heard about GRE’s feasibility study called Spirit Biomass on using cattails and reducing the amount of coal used in making electricity. * approved Ag Country Farm Credit Services’ option to purchase three lots in the I-94 business park to build a 12,000-square-foot facility.
